You'd think they'd be proactively helping new clubs form to increase the popularity of the hobby, not give such arrogant answers. I'd go back to them and ask again.

It irritates me when so called 'professional bodies' of sports and hobbies refuse to help those wanting to increase numbers and popularity.

I don't think that the BRCA has any admin staff - just volunteer elected officers who do whatever is needed in their spare time. Time spent answering queries is time not available for their modelling, other interests and earning a living. Maybe, under these circumstances, they can be excused for being a bit brusque.

Its a bit more complex than that. For a start the BRCA isn't really about clubs at all - its for RCers. Racers and bashers can join and your BRCA insurance is valid whether the club you are running at is BRCA affiliated or not. So whilst almost all racers are members, not all clubs are. The primary advantage of BRCA affiliation for a club is just that your members can join the BRCA through the club - they also provide insurance for the club but this can be cheaply obtained elsewhere so isn't needed.

However the club organisers can claim free BRCA membership - I've not paid for the last 4 years because I'm race director for my club. Because if this they want to be sure you are a real club not just a bunch of mates trying to scam a few free memberships.

Well you do need some sort of insurance, plus being part of an organising body does make it easier lobbying councils for land or renting hall space for indoor meetings.
