it allows you to set the the throttle ie full throttle no throttle and reverse throttle 

it sets the end points for your transmitter to esc  but has to be done as per manual

It's for throttle calibration as well as programming the ESC. The manual explains how to change settings on the ESC.

the below video explains the setup option for the arrma esc and what effect it will have. You’ll find that most esc’s have the same options for changing basic parameters but different ways of changing the settings.
