Lipo not charging? Battery or charger?

Here I have a short video showing an issue I have when charging certain lipos:

This is my 6s 4000mah lipo and it won't seem to let me balance on anything higher than 2A, and won't let me standard charge over 3A. Now I'm not sure wether this is a charger fault or a battery fault or if it's just nothing to worry about 🤷🏻

 

Some of my lipos will charge at the full A rating, I can balance my 2s and 3s at 3A and they're fine but when I charge my 4s and 6s it doesn't seem to like it.

 

The amps seem to fluctuate when charging too, occasionally dropping down to 0.1A. So is this normal? Or do I have a problem with the charger or the batteries?

Try connecting it to a car battery, If you take the side off and slide out the power supply your see that it is as about a cheap a power supply as they could get hold of.
