Lithium is a metal. Lipos use polymer electrolyte not acid.

 

If you compare BT voltage value to some high accuracy voltmeter - yes its only accurate to one digit after the comma. If you are comparing it to the lipo testers for 5-50eur - same accuracy. My charger has integrated "tester" so there's no point in buying some extra equipment.
