seems you have bad eyes lol, it is a complete roller once refit rear shocks(in bag) an drop on some wheels **.missing box covers**

if had no hubs,lower arms,driveshafts,belt,tank,shocks etc then would agree with you but ALL there in very good condition belts like new!
