belt issues

iv tried all sorts of adjustments on my team magic g4 and the belt still catches at the front end end, on the top outside against the upper plate, any suggestions? 

is it okay to have it rub a tiny bit?

Belts are directional in their construction.  If during use the belt moves all the way to one side of a pulley then take the belt of and turn it around and it should go more central.
