Rust as already stated, but also check back suspension as they were notorious for being overloaded. The 1600 or 1800 diesel engines werent the best, some were terrible starters when cold. Glow plug circuit tends to fail, timer relay or plugs. Had a few of them in the past but also looked after a fleet of them many years ago.

That looks familiar, September 2006 if i recall, just above Newark town lock. That tug was a prototype of a series that was built the following year.
