The turnigy has an inbuilt balancer, you put the balance plug from the lipo into the correct slot on the charger.
The 15v supply is adequate enough, and the lead you linked to is also fine for charging the deans.
So you would need to buy the turnigy charger, the deans lead and you should be good to go.

So if the overlander lipo has a JST-XH connector on it then yes, if not then no, you will need to solder something up or make buy an adapter that goes from JST-XH to whatever the overlander lipo has on it.
