The news system has changed on the forum, merely to now categorize and display it better on the front-page. They are now broken down in to categories.
Lucky for you monkey who don't like change, the topic is still posted like a normal topic with normal replies in the RC News section of the forum but if you do view it on the site, those replies appear as comments at the bottom. It syncs across. 
To submit news you must go to the home page and click "Add new News article" or in the menu "Submit News", select a category then add your title, content and a thumbnail image.
