The shaft that the owb goes on to has play in it? This might be the backplate. This movement might be causing the teeth in the owb slip because when it grips the shaft, the shaft will move disengaging the owb. If it is possible take the owb out and put it in a small tub with a lot of WD40 or GT85 over night, this will allow anything inside to hopefully loosen and come out

i know why it is like that now what it is the shaft what goes on the con rod to turn it over it wont go on unless i push it on but when i put the owb on and the pull start it wont get on the con rod what do i do ?

So it turns by hand? Try it in stages, fault finding. By hand on the shaft, by hand with the owb, mechanically with the pull start. Could you get a video of the problem harder to understand through words lol.

Well if ypuve got a new engine i would Strip the .15 down so you have got spare bearings and pull starter just incase you are out on the field and something breaks it is an easy fix/bodge job until proper parts fit
