Measuring pitch of pinion

I have a few pinions knocking around and not sure of their pitch, I vaguely remember reading about counting the number of teeth then finding out the diameter, trouble is some places say measure the outside diameter while other say measure between teeth, i.e I have a 19t pinion outside diameter is 12.5mm making it 42p however the diameter between teeth is 11mm making it 48p so which is it?

I have a mod 1 12t pinion with an outside diameter of 14.23 which sounds right?
