low voltage battery

Cod head

How long has it been low? I've run down Lipo's lots of times during a run and charged them back to 3.8v straight away with no problems. Problems start if left discharged for too long

what is the voltage of each cell ie C1 C2 C3 C4 can't be 3.71 as you said as that would mean it's at 14.84v and yousays it's at 11.24v

You sure you got the charger set to 4s?

It's gone up a bit since tryin to charge it that's why it's at 14.84

How about answering the questions you've been asked, assuming you actually want some help?

What is the voltage of each cell, not just one?

What settings are you using on the charger ( charge current )?

Have you tried charging it as a nimh pack for a few minutes ( at the rated current of the pack ), then switching back to lipo mode?

Looks like it's a dead cell only showing 3 cells

*facepalm*

What is only showing 3 cells? How & where are you measuring the cell voltages? You are being completely unhelpful- don't expect to get any more help or advice until you start being a bit more forthcoming with actual useful info.
